Residential Development - Houses in the Countryside
Circular 1/88 para 3 allocates land for residential extensions to towns/villages; para 6 discourages countryside housing except for agricultural holdings. Officer found exception due to previously developed site, adjacency to settlement/road, and visual benefits over untidy state, departing from policy.
