SupportThe Society SUPPORTS this initiative and sees it as a vastly better solution than dumping at Archallaghyn (or elsewhere.); At best these two applications promise re-cycling, with a fall-back facility for storage at a site where any leachate will seemingly be harmless.; The Society can therefore only OBJECT.

Conditional No Objectionsupporting site specific risk assessments for all three activities demonstrating that the waste and its handling will not pollute the environment or harm health in the short or long term; A further risk assessment for the re-use of the incinerator residue in each application is necessary prior to removal from site.
Conditions requested: planning permission, if granted, clearly indicates whether the approval allows for the development of a lined landfill site; mitigation measures for the control of noise and dust should be controlled in a similar way to existing operations in New and Old Turkeyland Quarries

The original applications involved landfill facilities for incinerator bottom ash (IBA), construction & demolition (C&D) wastes, and contingencies in existing voids/quarries. Archallagan was a large government-proposed landfill in forestry/countryside; Turkeyland by Waste Management and Recycling Ltd for IBA processing/storage/disposal; Point of Ayre for residual C&D/hazardous wastes in AHLVSS. Appellant/TRWM argued technical feasibility, need compliance, low impacts, and sustainability via re-use. Inspector found Turkeyland fully compliant with policies including WP1, EP2, sustainable at £35/tonne, no pollution/amenity harm, recommends permission. Point of Ayre acceptable subject to BPEO comparison with Archallagan, no unacceptable harm despite AHLVSS intrusion. Archallagan oversized, harmful to countryside/amenity/ecology, alternatives exist via Turkeyland/Point of Ayre. Overall, promotes BPEO with Turkeyland for IBA, Point of Ayre preferable to Archallagan for C&D.
