The original application for a new access road through the industrial estate with upgraded accesses to the A14 and A10 was permitted, but the document indicates an inspector's report under written representations, implying an appeal process. The proposal aims to improve the estate's road layout from its former airfield use, enhancing safety for heavy goods vehicles and bypassing traffic past Jurby School. The Planning Directorate, Highways Division, Drainage Division, Jurby Parish Commissioners, and Manx Electricity Authority raised no objections, with some requesting conditions or informatives. The inspector agreed with the Planning Director's positive assessment, finding no policy conflict, significant highway safety benefits, and appropriate landscaping. Permission was recommended subject to conditions.
Precedent Value
This appeal sets precedent that infrastructure upgrades in established industrial estates, particularly improving HGVs access and public safety, will be strongly supported where technical consultees approve and no policy conflict exists. Future applicants should secure early Highways Division support and emphasise public safety benefits.
