The inspector considered the signage moderate in size with appropriate content, acceptable graphics and overall design using the department logo and house style.
General Policy 6
Requires external advertisements in towns and villages to be high standard of design/material, relate well to building/site, in keeping/not detract from area, and not cause highway hazard. Inspector found signs meet these tests: moderate size, appropriate design/content, relate well to industrial surroundings, no hazard.
General Policy 7
Generally does not permit advertisements on sites/buildings other than those they relate to, within towns/villages. Signs relate directly to the industrial estate they identify and assist navigation within, so compliant as on-site directional signage.
Time limit
The development hereby permitted shall commence before the expiration of 4 years from the date of this notice.
Approved drawings
This permission relates to the erection of signage as shown in drawings received on 14 September 2011.
no objections
Provided policy assessment and suggested conditions if approved; noted signage well-placed and functional
Community Planning Service objects to two large signs (Sign A) at highway junctions due to their poor quality, size, and visual intrusion in a rural area, while Jurby Parish Commissioners have no objections.
Key concern: Sign A poor quality and over-large, visually intrusive in rural area
Community Planning Service
ObjectionC.P.S. only objection is to the two Sign A, to be placed on the highway junctions at the exit/entrances to the estate.; They are of poor quality and over-large adjacent a public highway in an essentially rural area.; A simple quality sign of about one third this size stating simply "Jurby Industrial Estate" (and maybe with an arrow) would be suitable for each of these locations.
Jurby Parish Commissioners
No Objectionmy Commissioners have now considered the above proposed development, and have no objections thereto.
The original application (11/01280/D) for erection of four non-illuminated signs at Jurby Industrial Estate was refused, though specific refusal reasons are not detailed in the report. The appellant argued the signs meet Strategic Plan policies for advertisements, are well-placed for navigation, and prior permissions exist on the site. The Community Planning Service objected that the signs are poor quality, too large, visually intrusive, and unnecessary. The inspector found the signs moderate in size, appropriately designed, relating well to surroundings without highway hazard, and in accord with Strategic Plan policies. The appeal was allowed with conditions.
Precedent Value
This appeal shows that functional signage for industrial estates can be permitted if it accords with Strategic Plan advertisement policies, relates well to surroundings, and poses no highway hazard, even against third-party objections on size and rural intrusion.
