Planning Circular 8/89 - Low Density Housing in Parkland
The Circular sets criteria for development in Low Density Housing in Parkland zones on the Douglas Local Plan, including each dwelling sited in at least one acre (0.4 ha) of its own grounds to sit comfortably in a landscaped setting acknowledging contours and trees. The officer assessed the proposal's plots at 0.63 acres and 0.5 acres as below the minimum, concluding it would not result in a parkland setting despite lesser visual impact than the prior single large dwelling approval.

no objection
Highways Division and Douglas Corporation raised no objections to the application, while the Water Authority requested a condition for water supply connection; neighbour objections via Richard Green Associates cited boundary issues, traffic impact, non-compliance with Planning Circular 8/89 plot size requirements, and tree root damage concerns.
Key concern: plot sizes fail to meet one-acre minimum in Planning Circular 8/89 for LDHP land

ObjectionThe present application states that plot A is of 0.63 acres and plot B of 0.5 acres. This is quite clearly not in accordance with the criteria laid down in Planning Circular 8/89.; We believe your Committee would be correct in refusing the application for two dwellings on this plot of land for the reasons stated above but in particular having regard to the criteria contained in Planning Circular 8/89.
Richard Green Associates (for Mr and Mrs L Kearns)
Objectionwe must register their continuing objection to the Planning application.; We have nothing to add to our original comments
