The original application (09/01945/B) for eight industrial units was refused by the Planning Committee primarily for failing to meet General Policy 3 exceptional criteria and conflicting with Environment Policy 1 of the IoM Strategic Plan 2007, plus highway concerns. The appellant argued the site is infill within an existing industrial area, consistent with extant approval PA 08/0764, minimal traffic impact, and irrelevance of countryside policies. The inspector found the proposal did not accord with the development plan as it lacked zoning, fulfilled no GP3 exceptions, and constituted unwarranted countryside development. Despite distinguishing it as more harmful than the smaller PA 08/0764 fallback and accepting highway concerns could be conditioned, the inspector recommended dismissal on the main refusal reason. The appeal was dismissed.
