The officer assessed the proposal against previous refusal of 05/92114/B, which cited unacceptable noise, smell, traffic, insufficient parking, and precedent for animal boarding in residential areas.
General Policy 2
Requires development in residential zoning to respect site/surroundings in siting/layout/scale/design/landscaping, not harm residential amenity, character, highway safety or parking. Officer found proposal compliant due to low profile design integrated into topography, screening, adequate parking/turning, and limited traffic from appointment system, not adversely affecting neighbours or streetscene.
Environment Policy 36
Permits development outside but close to Conservation Area only if not detrimentally affecting important views in/out. Proposal not prominent from Stoney or Baldhoon Roads due to position, landscaping, topography and sedum roof; Conservation Officer had no objection.
Environment Policy 22
Prohibits development unacceptably harming amenity via noise/odour/light pollution. Addressed by insulated pens, no un-neutered cats, waste management, cleaning protocols, and Veterinary Officer advice confirming minimal impact.
