The officer considered the main issue to be whether the polytunnel would have a significant visual impact upon the street scene.
General Policy 2
Requires development in accordance with land-use zoning (here primary school) to respect site surroundings in siting, scale, form; not adversely affect landscape/townscape character, amenity, highways, or wildlife; provide safe access; etc. Officer assessed the polytunnel's small scale, siting in existing school garden area, and limited visual impact as compliant, with no adverse effects on amenity, character, or highways.
Environment Policy 17
Permits buildings/facilities for nurseries/market gardens if scale/form in keeping with surroundings, no unacceptable impact on residential amenity/highways, no adverse character impact or major highway changes, and screened if appropriate. Though for a school garden, officer applied it to the polytunnel, finding its modest size acceptable visually and with no amenity/highway issues, despite limited screening.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
