The officer considered the key issues to be the size (15% floor area increase from 353 sq.m to 407 sq.m) and whether the scale, form, and design respect the character of the traditional rural dwelling…
General Policy 3
GP3 restricts development outside zoned areas except for specified cases including extensions to existing rural dwellings. The site is on undesignated 'white land' under the 1982 Development Order, but the proposal qualifies as an extension to an existing rural dwelling, making it permissible in principle.
Housing Policy 15
HP15 permits extensions to traditionally styled countryside properties only where they respect proportion, form and appearance, and only exceptionally if over 50% of existing floor space. The 15% increase is well below 50%, and while policy wording could allow incremental growth, the officer prioritised design fit; the extension matches form and materials, with non-traditional windows acceptable due to limited visibility.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
