General Policy 2
Requires development to respect site surroundings in scale, form, design; not adversely affect character of locality (2c); and provide satisfactory amenity, access, etc. Officer found compliance with amenity, highways, traffic aspects (g, h, i, j, m) but conflict with 2c due to harm to Registered Building's character and setting.

Water Authority and Andreas Parish Commissioners raised no objections (latter for both applications), with Water Authority requesting specific drainage conditions; one individual objected on countryside protection and landscape grounds.
Key concern: Field not part of residential curtilage requiring change of use, non-compliance with countryside protection policies, and location in High Landscape Value area
Isle of Man Water and Sewerage Authority
Conditional No ObjectionNo Objection: - subject to the following conditions; In the event that this application is approved I should be grateful if the above comments could be incorporated in the approval notice.
Conditions requested: There must be NO discharge of surface water (including that from roofs and paved areas) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Isle of Man Water & Sewerage Authority, Drainage Division and the Sewerage Act 1999.; The use of soakaways are subject to Building Control approval and if this approval is not granted, the Authority would not give permission for the discharge of surface water into the existing foul system and an alternative means of disposal would have to be sought.

ObjectionI have serious doubt that Field 121592 is part of the residential curtilage and therefore a change of use is involved.; Environmental Policy 1 of the IoM Strategic Plan 2007 states: 'The countryside and its ecology will be protected for its own sake.' This proposal does not comply with that requirement; The site is also within an area designated on the 1982 Development Plan as an area of High Landscape Value... and therefore protected from development.
