GP2 permits development in accordance with zoning and Area Plan if it respects site/surroundings in siting/layout/scale/form/design, does not adversely affect amenity of residents or character of locality, and does not introduce unacceptable visual impacts. Officer found proposal failed as it would be overbearing/overshadowing on neighbours (2m proximity, 7.1m height, level drop), create excessive dominant massing in streetscene close to Stevenson Way boundary, and lose open green space detrimental to Farmhill visual amenities.
Housing Policy 6
HP6 requires residential development in zoned areas to accord with Area Plan briefs or criteria in para 6.2, encouraging good design. Though site zoned residential (principle acceptable per Douglas Local Plan), proposal failed due to adverse neighbour amenity impacts (overbearing, loss of light/sunlight) and introduction of prominent excessive building harming locality character via loss of open space.
