GP2 permits development in accordance with zoning and other policies if it respects site/surroundings in siting/scale/design, avoids harm to amenity/highway safety/traffic, provides adequate parking, and meets other criteria like re-use considerations. Officer found proposal compliant despite parking shortfall, justified by Appendix 7 relaxation criteria for historic building re-use and bus proximity; no adverse amenity/traffic impacts accepted post-amendment and no Highways objection.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.

No objection subject to no discharge of surface water to foul drainage
Mixed responses including objection from Highways Division on parking and access, conditional no objection from Drainage Division, initial support then objection from Onchan Commissioners on parking reduction, and objection from local resident.
Key concern: Car parking spaces are unusable due to lack of required 6 metre turning space
J N Sheppard
Objectionthis does not meet DOT’s current requirements for a new access; addition of some sixteen vehicles to the immediate area would result in chaos; extremely hazardous both for road users and pedestrians; office development of the size proposed is I believe totally unsuitable for the area
Drainage Division, Department of Transport
Conditional No ObjectionNo Objection subject to the following conditions; NO discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s)
Conditions requested: There must be NO discharge of surface water (directly or indirectly) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999; If this 'existing drainage' discharges (directly or indirectly) to the foul sewerage system then it should be noted that an alternative means of surface water disposal must be provided
Onchan District Commissioners
SupportThe Commissioners recommend that the application be APPROVED for planning purposes only
Onchan District Commissioners
ObjectionThe Commissioners recommend that the application be REFUSED; The initial submission indicated suitable space for four car parking spaces and any reduction would be considered a retrograde step
Highways Division
ObjectionObjection; Car parking spaces are unusable due to the lack of the required 6 metre turning space into rear lane
