Requires development to provide safe/convenient access, adequate parking/manoeuvring (h), not adversely affect resident amenity/locality character (g), and have no unacceptable effect on road safety/traffic (i). Officer tested against proposed nursery's traffic generation (60+ movements/day from 30 children) and total reliance on on-street parking, concluding failure as it would harm highway safety/amenity in constrained area.
Highways Division deferred their response pending further information on parking, hours, and child numbers; Onchan District Commissioners recommended refusal due to lack of parking facilities for parents.
