General Policy 3
Permits conversion of redundant rural buildings of architectural, historic or social value (linking to Housing Policy 11). The officer confirmed the site's exceptional circumstances under GP3(b) due to the mill's redundancy, historic interest and prior developed land status, outweighing its location outside zoned development areas in High Landscape Value area.
Housing Policy 11
Requires conversions to prove redundancy, structural intactness, historic interest, sufficient size for dwelling with modest extensions, compatibility with surroundings, and use of matching materials while re-establishing original appearance. The officer tested each criterion: mill redundant from car sales, intact walls/roof, historic water mill interest, suitable size, compatible with adjacent dwelling approvals, sympathetic rear alterations not affecting character; conditions enforce materials and retention.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
This approval relates to the conversion of the mill building to form a single dwelling with basement garage as shown by the plans and information 4385-01, 4385-03 REV C, 438505 REV B, 4385-06 REV B, 4385-09 and 4385-10 A received 2nd September 2008 and 4385-07 Rev B, 4385-08 Rev B and 4385-11 rev C received 15th December 2008.
Roof materials
The roof(s) must be finished in dark natural slate.
Window and door materials
All new windows and doors must be painted softwood.
Window style
All new windows must be vertical sliding sash with central vertical glazing bars.
Landscaping scheme
Prior to the commencement of works a comprehensive landscaping scheme must be submitted to and approved by the Planning Authority which indicates indigenous planting to the west of the mill.
Landscaping implementation
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following the completion of the development or the occupation of the dwelling, whichever is the sooner. Any trees or plants which within a period of five years from the completion of the development die, are removed, or become seriously damaged or diseased must be replaced in the next planting season with others of a similar size and species.
Structural method statement
Prior to the commencement of any works, a method statement composed by a qualified Structural Engineer must be submitted to and approved by the Planning Authority setting out how the structural integrity of the building is to be protected during works. No development shall take place subsequently except in accordance with the method statement so approved.
Repointing materials
Any repointing must be carried out using lime mortar.
Stonework retention
All existing stone work must be retained and not rendered or painted.
River protection during construction
Measures must be in place during construction works to minimise the risk of damage or disturbance to the river banks and river bed and to safeguard the watercourse from run-off and sedimentation. For further advice and guidance please contact Inland Fisheries Section of DAFF.
Roof lights
All roof lights must be "Conservation" type.
Water wheel method statement
Prior to the commencement of works, a method statement detailing how the existing water wheel to the rear of the mill is to be retained and restored must be submitted to and approved by the Planning Authority.
