Officer's Report
The Site
The site represents the domestic curtilage of an existing dwelling situated on the northern side of the A7 Main Road as it passes from Colby to the east towards The Level to the west. The existing property is a traditional cottage with a pitched roofed annex at the rear and a lean-to single storey alongside this. There is open farmland to the rear and in front of the property on the southern side of the road.
Planning Status
The site lies within an area designated on the Arbory and East Rushen Local Plan as Open Space.
Planning History
Planning permission was granted for the creation of a parking area to the front of the property under PA 88/764. Permission was then granted for the creation of a covered store in the front garden and the extension of the existing parking space in the front, under PA 06/0080.
The Proposal
Proposed is the upward extension of the single storey annex at the rear of the property, to provide a new bedroom on the upper level and a re-built utility room on the ground floor. The ridge of the extension will be the same height as that of the existing rear extension although the width of the new extension is slimmer than the existing and there is no chimney as there is with the existing. There is to be one new window in the side of the upper floor, serving a bathroom. It is not indicated that this will be fitted with obscured glazing but it should be, in the interests of the privacy of those within the building as well as those in any adjacent property who may be able to look across into this new room.
Representations
Department of Transport Highways and Traffic Division and Arbory Parish Commissioners indicate that they have no objection to the application
Department of Transport Drainage Division request that no surface water is discharged to the main sewer. The proposal does not materially alter the nature of how water either falls on or passes through the site and as such such a condition is not appropriate.
Assessment
The proposed extension will not be visible by the public and the change in appearance of the property as viewed by those alongside is not unacceptable. Whilst there will be a new window introduced at first floor level, this will serve a toilet and should be fitted with obscured glazing. As such, it is considered that there will be no adverse impact from the proposed works.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions shown in drawings 08 0471 01 and -02 both received on 21st November, 2008.
C 3.
The new window in the side of the first floor extension, serving the toilet, must be fitted with glazing obscured to Pilkington Level 5 or equivalent and retained as such in perpetuity.
