General Policy 3
GP3 restricts development outside zoned areas except for specified countryside uses including 'building and engineering operations which are essential for the conduct of agriculture or forestry'. The officer cited it as relevant but focused assessment on ENV21; the stables qualified as agricultural use (horse stabling) on previously approved site with partial implementation.
Environment Policy 21
ENV21 states 'Buildings for the stabling, shelter or care of horses or other animals will not be permitted in the countryside if they would be detrimental to the character and appearance of the countryside in terms of siting, design, size or finish. Any new buildings must be designed in form and materials to reflect their specific purpose; in particular, cavity-wall construction should not be used.' The officer tested siting (screened, limited views), design (ridge 6m responding to topography), size (same footprint), and finishes (timber/dark stain suitable, slate muted; render/stone on private elevation acceptable despite not fully reflecting purpose). Conditions enforce non-cavity, timber, dark finishes.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
This approval relates to the erection of stables as shown by the plans and information SC929/P/10-00, SC929/P/10-04 and 101 Survey submitted and date stamped 1st September 2008 and SC929/P/10-01 Rev D submitted and date stamped 14th November 2008.
Horse stabling only
The approved stables may be used only for the stabling of horses and the storage of items associated with the care and housing of horses.
No commercial use
The stables may not be used commercially.
Roof materials
The roof must be finished in dark natural slate.
Timber cladding
The timber cladding must be stained dark brown in colour and maintained as such thereafter.
No cavity walls
The approved stables must not be of cavity wall construction.
Roof lights
All roof lights must be "Conservation" type and must be retained as such thereafter.
Doors
All doors must be of timber construction and maintained as such thereafter.
