The original application for approval in principle to renovate and extend a derelict building for residential use was refused by the Planning Committee. The appellant argued for a sympathetic interpretation of planning circulars, citing the building's age, precedents, support from local politicians and bodies, and personal circumstances. The inspector found the building did not meet the criteria in Circular 3/89 for renovation in the countryside, personal circumstances insufficient to override policy, and recommended dismissal. The Department of Local Government and the Environment accepted the recommendation and dismissed the appeal on 18 July 1995.
