15 June 2007 · Delegated - Director of Planning and Building Control (M. I. McCauley)

The officer noted the land is of little use to the farmer due to being awkward for modern machinery, justifying the minor loss of agricultural land.
Time limit
The use must be taken up within four years of the date of this notice in order for this approval to remain valid after that time.
Approved plans
This permission relates to the extension of the garden of Gardenfield into the two areas edged in red on plan reference 07/15/01 received on 20th April, 2007.
No permitted development
Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2005 (or any Order revoking or re-enacting that Order) no extensions, greenhouses, walls, gates, fences, garden sheds, summerhouses, flag poles, decking, garages, or tanks for the storage of oil for domestic heating shall be erected (other than those expressly authorised by this approval.)
Landscaping scheme
The edge of the new garden area must be formed by new shrub and tree planting to complement that already existing around Gardenfield. Prior to the take up of the use of the new areas of garden, a landscaping and planting scheme must be approved by the Planning Authority and the planting introduced in accordance with that scheme prior to the use of the new areas as garden.
Do not oppose. Note: Intensification of traffic use to this land when developed will require the widening of the access lane, creation of adequate visibility splays onto Malew Road and the realignment of the junction.
No objection subject to appropriate conditions to protect the rural aspect of the site.
Multiple consultees provided views on PA 07/00777/C, with SPMC&E objecting to the change of use wording, Castletown Heritage not opposing but seeking more detail, Andrew Jessopp offering no objection with conditions, and the parish do not opposing but noting access improvements needed.
Key concern: applications such as this should be re-worded to read: 'Extension of garden into adjoining field'
Society for the Preservation of the Manx Countryside & Environment
ObjectionOn that basis the Society would not object; as it stands, we will OBJECT.
