The site defined in red represents the curtilage of an approved agricultural worker's dwelling within Cordeman Farm which sits to the north of The Bayrauyr which links St. Mark's and the Ballamodha Straight (A3).
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as "white land" that is, not designated for development.

Planning permission was granted for the erection of the dwelling under PA 06/1320.
Now proposed are alterations to the approved dwelling. These alterations take the form of the installation of dormer windows, the installation of two gable windows in each gable, rather than one, increase in the width of the house by approximately one metre, increase in the width of the property by 0.5m, the handing of the accommodation and the omission of the front porch and the increase in height of the property by 0.5m.
Whilst the property is being increased in size, the increase is not significant, particularly bearing in mind that the property is situated down a private lane, some distance from the nearest public vantage point. The dormers and additional windows make better use of the attic accommodation which was permitted in the original approval.
Conditions were attached to the previous approval regarding occupancy of the dwelling, the type of rooflight to be installed, suspension of the Town and Country Planning (Permitted Development) Order 2005 and notes were attached regarding electricity and water supplies. These should be reiterated in this permission.
The Commissioners object on the basis that this should be a new application. In fact it is a new application but they may be confused as the application works are described as "amendments to approved farm worker's dwelling" whereas, as the works have not been commenced, the proposal should be for the new dwelling in its entirety.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Isle of Man Water Authority make comments in relation to an existing water main which is more related to working practices during construction and as such the Water Authority should not be afforded party status in this instance.
The points raised by the Fire Prevention Officer are the responsibility of the Building Regulations and as such should be addressed by way of a note. The Fire Prevention Officer should not as such be afforded party status in this instance.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the erection of a farm worker's dwelling as shown in drawings reference AT 803.2, -.3 Rev 1 and -.4 all received on 26th April, 2007.
C 3. The occupation of the proposed dwelling(s) must be limited to persons whose employment or latest employment is or was in agriculture in the Island and including the dependants of such persons as aforesaid.
C 4. There is a 90mm diameter water main passing through the land associated with this proposal. Prior to the commencement of works on site the applicant must have identified the location of this infrastructure and have in place means of protecting the same during and after the course of construction. The applicant should liaise with the Water Authority in this respect.
C 5. This rooflights to be installed in the property must be conservation type as shown in the approved drawings. Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2005 no other rooflights may be installed at the property without the prior permission of the Planning Authority.
C 6. Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2005 (or any Order revoking or re-enacting that Order) no extensions, greenhouses, walls, gates, fences, garden sheds, summerhouses, flag poles, decking, garages, or tanks for the storage of oil for domestic heating shall be erected (other than those expressly authorised by this approval.)
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
N 2. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687687) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the Manx Electricity Authority for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
