Officer's Report
The Site
The site represents the residential curtilage of a relatively new property within the new estate in Newtown. The property is part of a pair of semi-detached houses.
Planning Status
The site lies within an area designated as Proposed Residential on the Isle of Man Planning Scheme (Development Plan) Order 1982.
Planning History
The house was built under the permissions granted for the estate - PAs 98/1324, 98/2263, 99/0950 and PA 03/0515. Planning permission was refused for the erection of an extension under PA 06/0622 on the basis that the kitchen and dining room extension would project over 7m along the boundary within 1m of it, thus adversely affecting the amenities of the neighbouring property. It was indicated that the garage and the bedroom extension were both acceptable but it is not the Department's practice to permit split decisions within one application.
The Proposal
Proposed here is a single storey extension of the property to create a garage and family room. This is now some distance - 5m from the boundary with the adjoining house and over 4m from the closest point of the boundary with the property on the other side.
Assessment
The proposal now has no adverse impact on the amenities of adjacent property and should be permitted. Santon Parish Commissioners make the suggestion that the inclusion of patio doors which face number 11 may be unfortunate and that it may be better to relocate them to the southern elevation where more sunlight would be allowed to enter the property.
The applicant would prefer to undertake the scheme as proposed as this leads onto the patio he intends to build.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
The Chief Fire Officer and the Manx Electricity Authority represents a statutory authority, the points raised in correspondence relate to working practices and not planning and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2.
This permission relates to the alterations and extensions shown in drawings reference 06/20/01 and -03 and the location plan all received on 19th September, 2006.
C 3.
There must be no discharge of surface water to the main foul sewer.
N 1.
The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.

The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
