The original application (06/00402/B) for demolition of the existing dwelling and erection of two detached mews-type dwellings was refused by the Planning Committee. The appellant argued the scheme followed officer discussions, the existing house was dilapidated beyond repair, overlooking would not worsen, and the design matched other Island developments. The Council defended refusal on grounds of unsympathetic street scene impact and increased overlooking/domination at rear. The inspector identified main issues as street scene impact and neighbour amenity, finding both schemes' proportions jarring and incongruous given adjacent single-storey buildings, and unacceptable harm to rear neighbours despite some mitigations. Scheme B revision was rejected as substantially different without party agreement. The appeal was dismissed on 9 August 2005.
