The application sought full planning permission for a three-bedroom two-storey detached dwelling with attached garage on a plot within an approved housing development in Jurby, where approval in principle was granted in 2000. There is no explicit refusal stated; instead, the planning department supported the proposal, noting no objections from consultees and acceptability in terms of design, parking, and neighbour amenity. The inspector agreed with the department's assessment on materials, design, parking, street scene, and relationships with adjacent plots 7 and 9, finding no issues with overlooking or privacy. The inspector recommended removing specific permitted development rights due to small garden sizes and the need to protect neighbour amenity and the estate's appearance. Permission was recommended subject to conditions.
Precedent Value
This sets precedent that full permission can be secured on principle-approved plots where design respects emerging character and neighbour amenity; applicants should anticipate and accept PD rights removal in small-plot estates to safeguard future street scene.
