The site is in open countryside but the turbine is set 30m from Andreas Road, 64m from Pond Road, and 20m from the dwelling, with limited landscaping obscuring views.
General Policy 3
General Policy 3 from Isle of Man Strategic Plan (Modified Draft) 2004. Officer applied to overall development control in unzoned countryside, balancing visual/noise impacts against renewable benefits.
Environment Policy 1
Environment Policy 1. Assessed countryside visual impact; found acceptable due to non-prominent location near buildings despite flat landscape.
Environment Policy 4
Environment Policy 4. Considered landscape character; turbine not out of keeping given existing poles/trees and setbacks.
Energy Policy 4
Supports renewable energy; tipped balance in favour despite countryside location, as domestic scale and low impact.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
This permission relates to the erection of a wind turbine as shown in drawing numbers 4, 5, and 6 date stamped 14th December 2005, 4a, 5a, 5b date stamped 15th February 2006, the letter from TL & JE Goodfellow dated 14th February 2006, and the Technical Specification Sheet from Proven Wind Turbines.
latest application addresses previous concerns; presumption in favour of domestic wind turbines for sustainable development policy unless grossly adverse impact
no planning objection but separate application required for grid connection; reference HSE guidance notes
Andreas Parish Commissioners objected to the wind turbine due to visual impact on the countryside despite relocation; Manx Electricity Authority (MEA) provided no objection with procedural advice for connection; Andrew Jessopp, a member of the public, supported the application citing reduced visual impact compared to a prior refusal.
Key concern: detrimental effect on the countryside
Andreas Parish Commissioners
Objectionalthough the site of the mast has been relocated, it will still be seen from the main roadway, and would therefore have a detrimental effect on the countryside; request that their previously submitted views and comments are taken into consideration in respect of the amended plans
Manx Electricity Authority
Conditional No ObjectionIf the applicant requires to connect the turbine to the MEA electricity supply they must make an application to the MEA; It is advised that this should done as soon as possible as it could have implication on its location and electrical installation of the Wind Turbine
Conditions requested: If the applicant requires to connect the wind turbine to the MEA electricity supply he must make an application to the MEA; It is advised that this should done as soon as possible as it could have implications on its location and electrical installation of the Wind Turbine
Andrew Jessopp
SupportI write in support of this application. I am aware that a previous application was refused, mainly on the grounds of visual impact – the reasons for which I found somewhat subjective. However, I believe that the latest application addresses the concern of the planning committee and should now be approved
