The above objection was without prejudice to a further revised design being submitted, in particular as it related to the appearance of the front elevation when viewed from the public highway, in order to ensure that the general design principles of Manx vernacular were included. The planning application seeks approval for alterations and extensions to the detached dwelling contained within Southampton Farm at Quines Hill, Braddan.
The proposed development comprises of side and rear extensions with alterations to the existing elevations including the insertion of dormer windows. The proposal includes an attached, but noninternally linked, residential unit which is proposed to be ancillary 'granny flat' type accommodation.
In terms of representations to the planning application comments have been received from Braddan Parish Commissioners, the SPMCE and one public third party. Braddan Parish Commissioners have objected to the planning application on the grounds that whilst they consider there to be no material planning reason to object to the principle of alteration they do have concerns about the specifics of the proposed design. The SPMCE recognise that the proposal entails a significant amount of restoration but on balance they have no objections to the planning application. Andrew Jessopp has no objections to the planning application.
I understand that work was undertaken on the property prior to the submission of this planning application. As a result of this work the original appearance of the dwelling has altered. Whilst the property is not Registered nor within a Conservation Area I have discussed the proposal with Steve Moore, Building Conservation Officer, who considered that on balance the proposed alterations and extensions are acceptable. Given the location of the property, its existing screening and the nature of the proposed alterations I consider the proposed development to be acceptable. I recommend that the planning application be approved subject to an ancillary accommodation condition.
Recommended Decision: Permitted

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing no.s 05/509/1, 05/509/2 and 05/50/5 date stamped the 2nd September 2005.
C 3. The roof(s) must finished in dark natural slate. C 4.
The attached, but non-internally linked, unit of accommodation created by this approval to the side of the original dwelling must only be used as accommodation ancillary to that of the existing attached dwelling. For the avoidance of doubt, no approval should hereby be conferred by this approval for the use of the new accommodation as a separate dwelling.
