Dear Ms Callow, Rushen Parish Commissioners have considered the following Planning Applications and their views are as follows: a) 05/1730. Shenvalley House, Ballnahowe. Mr Ratcliffe & Mrs Lloyd. Proposed implement Store. (amended from previous application)
The members note that the new application shows the building is proposed to be built with materials more sympathetic to this environmentally sensitive area. However, they feel that it is still too large a building for an implement shed to be required on a plot this size which already contains a house and separate garage building. It should be noted that the proposed building is a cavity wall construction and of a size which could, in the future be made into a dwelling.
b) 05/1597. Three Trees, Hill Park, Ballakillowey. Mr & Mrs Mann. Replacement of existing double garage and utility room with new garage and workshop with study and storage above. Approved
c) 05/1575. Thurso House, Glen Chass. Fairmitre Windows for Mr & Mrs Higginbotham. Installation of white pvc Conservatory; installation of French windows above bay; installation of pvc doors. Approved
d) 05/1696. Plot 12, Carrick Bay View. Southside Developments Ltd. Proposed garden room to southeast elevation; door altered to window to northwest elevation; proposed window to southwest elevation; size of approved roof windows to front elevation enlarged; render to upper part of gable wall to front elevation. Fire Safety Officer’s Report received.
Is this a retrospective application? The builders have already rendered and painted the upper half of the gable wall to the front elevation; the two windows which are
supposed to be in the roof and, in fact one (as the new application asks for); the gap for the window of the proposed ‘study’ is already built. It is not known if they have already built the study and utility. The garden room is not built.
Whilst the Commissioners have no problem with the proposals they would support the Fire Officers opinion that refusal be recommended as regards the study because the means of escape is unsafe.
Perhaps a Planning Officer should go to the site and have a look at it to see what work has been done without permission.
e) 05/1713. Vacant Land at Ballakillowey (off Bradda View). Hartford Homes. Residential Development comprising 16 detached dwellings, estate layout and drainage.
The Members feel that this proposal would be excessive over-development of the Site. It does not comply with the recommendations of the Arbory and East Rushen Plan nor of the views given on the recent ‘In Principle’ Application for 11 houses. The Members share the many concerns of the residents who have written in with their views:- the surface water drainage, the private pumping station for the sewerage, the narrowness of the road when taking into consideration access for emergency vehicles and service vehicles such as bin wagons and fuel wagons. There are also likely to be a lot of cars associated with the occupants of these houses as they are 4 and 5 bedroomed. Strongly recommend Refusal.
f) 05/1771. Ballachrink Farm, Cousins Hill, Surby. Mr J Hargraves. Erection of livestock and feed storage shed. Approved.
g) 05/1790. West Lea, Mount Gawne Road. Mr I Lumsden. Alterations. Removal of part of rear elevation window. Approved
h) 05/1399. Ballachurry Farm, Ballafesson. Mr & Mrs S D Clucas. Approval in Principle for the conversion of existing farm outbuildings to create four residential units, four double garages and a new vehicular access from Ballafesson Road. Amended Plans received. Approved.
