Officer’s Report
The site represents one of an estate of 12 dwellings approved to the rear of Ballagawne Road. All of the dwellings are now completed except for this one which is under construction.
Previous applications include:
99/00789 - residential developemnt comprising roads, plots and sewers for 12 dwellings - approved on appeal 01/00732 - erection of dwelling, plot 12 - refused 01/02227 erection of dwelling, plot 12, - refused on appeal 01/02690 - erection of property boundary fences - permitted 04/00641 - erection of dwelling - permitted 05/00448 - amendments to approved dwelling - permitted.
Now proposed is the rendering of the first floor fo the south east elevation, additional excavation to create more floorspace at lower ground floor level, alterations to the rooflights in the southeastern elevation, the change to a window from a door in the north eastern elevation, the addition of a garden room (single storey) on the south eastern elevation. Whilst this is creeping towards being an almost two storey dwelling, it is still split level with the north eastern elevation still appearing as single storey. The alteration to render above the brickwork is not objectionable and the other changes do not have a significant impact.
Defer for site visit.
The works have been undertaken but there is no adverse impact as a result of them.
The internal layout of a private dwelling is not a matter for planning and as such, whilst a note could be added, we should not refuse the application for reasons relating to means of escape.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice. C 2. This permission relates to the alterations and extensions shown in drawings 1091-16 and -17 both received on 5th September, 2005. C 3. There must be no discharge of surface water to the main foul sewer.

The Fire Prevention Officer recommends that the means of escape from the proposed study is unsafe. Further consultation with the Fire Safety Department is recommended.
