Officer’s Report
This application relates to two derelict dwellings on shore Road, Peel. They are situated within the Peel Conservation Area.
The proposal is to convert the two properties into two new 2 bed semi-detached dwellings.
The properties were recently damaged in a fire which resulted in the loss of the roof structure and some areas of flooring. This scheme is the result of discussions between the Conservation Section and the applicant. It retains the existing front wall and replicates the original roofline, fenestration patterns and finishes.
The Conservation Officer recommends approval and only has a preference for the front doors to be timber painted four panel doors with the top two panels glazed. This could be covered by a condition.
The Department of Transport objects because there are no/insufficient details given of the access, including sightlines for the proposed road or drive onto the adopted highway, to serve the needs of the development.
The buildings largely replicate those previously on the site and will be acceptable in the Conservation Area. The amenity space provided is limited but would have been for the original properties and is not unusual within the Peel Conservation Area. There is no parking provided on the site but there is no scope to provide parking and there would have been none with the original dwellings and it therefore would not be considered reasonable to refue the development on these grounds.

C 1.
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing numbers LD-01, LD-02, LD-03 date stamped received on 3rd May 2005.
C 3. The roofs must have a natural slate finish, the walls be smooth rendered and the windows timber framed sliding sash on the front elevation as shown on drawing LD - 03 date stamped received on 25th May 2005.
C 4. The front doors must be painted timber four panel doors with the top two panels glazed.
N 5. The applicant should consult the Fire Safety Department to discuss alternatives and options. to overcome fire safety concerns.
N 6. For water connections that comprise more than a single connection to a water main or service, or where new water mains and hydrants will be required, the applicant should contact the Isle of Man Water Authority Planning and Projects Section, telephone 695958.
