Officer's Report
The site relates to the curtilage of ‘Kionslieu’ which is a detached dwelling off the Patrick Road, sited alongside the River Neb.
AiP is sought to erect an extension off the north western elevation to accommodate self contained living accommodation.
The footprint shown on the indicative drawing would increase the existing footprint by approximately 53.5%. The plot is however relateively large and a site visit has revealed that the dwelling is very well screened from any public viewpoint.
The adjacent cottage faces the garden area and views are currently interrupted by coniferous trees. This dwelling would not be adversely affected by the development. The lane leading to the application site and the neighbouring cottage is narrow but it is judged that the level of traffic which may increase as a result of the development would not cause a serious conflict between vehicles.
The extension is to be used for family use but a condition should be attached to ensure it is used in association with the existing dwelling. It would be preferable to have direct internal access between the existing dwelling and the extension. The existing access should be used.
The agent was previously advised (by me) not to submit an application for a separate dwelling on this site but attach any new build to the existing dwelling.

C 1. This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
C 2. This approval relates to the location plan submitted on 7th March 2005.
C 3. The footprint of the proposed extension shall be no larger than than shown on drawing number SC821 SK1.
C 4. No part of the extension shall be closer to the watercourse than 9.14 metres (30 feet) in order to allow the Department of Transport (or its successors in title) space to carry out maintenance works on the river.
C 5. The extension hereby permitted shall not be occupied at any time other than for purposes ancillary to the residential use of the dwelling known as "Kionslieu".
C 6. The Reserved Matters application must show an internal connection between the existing dwelling and the extension.
C 7. The Reserved Matters application must show all available parking facilities on the site.
