Manx Heritage Society and Society for the Preservation of the Manx Countryside and Environment strongly object to the proposal on heritage and townscape grounds; Mrs B J Cannell MHK objects on traffic, parking, pollution, overlooking and dominance issues; Andrew Jessopp supports …
Key concern: demolition of Victoria Cottage and increased density detrimental to townscape
Manx Heritage Society
ObjectionThe Society STRONGLY OBJECTS.; In our letter of 10th September 1997 in connection with 97/0918 I expressed strong objections to the principle of building-up the Victoria Road frontage hereabouts.; In our letter of 29th March 2001 in connection with 00/02338 I expressed strong objections to the idea of demolishing Victoria Cottage.; All these basic objections remain valid
Society for the Preservation of the Manx Countryside and Environment
ObjectionOur strong opposition to the redevelopment of this site has been previously expressed.; The lesser number of units coupled with the Edwardian design now proposed, makes it a little more acceptable but our fundamental objections remain.
Mrs B J Cannell MHK
ObjectionSuch volume of motor cars coming and going from the development could witness between 96 and 108 vehicle movements a day, this is wholly unacceptable.; Such overlooking and loss of privacy is totally unneighbourly and must not be permitted.; Pollution levels from vehicle emissions to be expected is unacceptable for residents.
Andrew Jessopp
No ObjectionI have no objection to the proposal.
Ron Braidwood MHK
ObjectionI still believe the proposed development is incongruous with the surrounding environment
Manx Electricity Authority
No CommentThe original application 04/00343/B for 33 apartments was refused due to bulk and height dominating nearby buildings. A revised scheme for 29 apartments in two blocks (04/02636/B) was approved subject to conditions, then reviewed at neighbours' request and re-approved on 23rd December 2005 with 9 conditions. Neighbours appealed this approval to an independent inspector via appeal AP06/0006. Appellant (Spreadway Ltd via agent McGarrigle + Jackson) argues the revised design addresses prior refusal reasons by reducing scale, separating blocks, providing ample parking, and responding to all objections with amendments like obscured windows and a refuse lay-by. Residents object on privacy loss, overlooking, traffic, parking overspill, dominance, and wildlife impacts. No inspector's analysis or final outcome is included in the appeal statements.
Precedent Value
Demonstrates value of iterative design responding to officer/committee feedback, leading to approval despite multiple prior refusals. Future applicants should prioritise neighbour-specific mitigations (e.g. glazing, parking ratios) and leverage officer support in appeals.
