Officer's Report
The application seeks approval for the division of an existing single dwelling located close to Ballaugh Bridge into two dwellings.
Ballaugh Parish Commissioners object to the proposal on the grounds that they consider there to be insufficient room to create off street car parking and any new access would be close to a dangerous road junction. The Department of Transport Highways Division also objects to the proposal. The grounds for their objection are that the proposed parking arrangements do not satisfy the needs of two
dwellings and that the proposed parking arrangements are located not more than 13 metres from the very busy junction of the A10 and the A3, thus providing obscured visibility and no sight lines for emerging vehicles contrary to the interests of road safety.
I agree with the concerns regarding the position of any new vehicular access. Based on a provision of 1.5 spaces per dwelling I also agree that the amount of car parking would not be adequate. Accordingly, I recommend that the application be refused.

The proposed division of the existing dwelling into two dwellings would require the creation new vehicular access and the provision of appropriate levels of off street car parking. By reason of its proximity to the junction of the A10 and the A3, the available visibility and the available sight lines for any new vehicular access created would be limited and contrary to the interests of road safety. As such, it is considered that appropriate off street car parking provision could not be safely provided and that the application is unacceptable.
