Officer's Report
The site represents the curtilage of the Shoprite store in Douglas off Victoria Road. Proposed here is the installation of a cash machine on the side of the store close to the entrance. There is to be an illuminated sign over the machine but no lighting to speak of. Tucked away around the corner, I wonder if this is a location suitable in terms of security.
Defer for consultation with the ALO.
I now have a written response from the ALO who recommends that the applicaiton is refused on the basis of its location, lack of natural surveillance, and the method of illumination of the facility.
Thus, I woudl recommend refusal on these grounds.

The new cash machine facility, by virtue of its location would represent an insecure and generally unsupervised facility which may attract undesirable activity and a lack of security for those using the facility. Even with illumination by way of an external light would result in users of the facility being "lit up" which rather than enhancing their security may attract unwanted attention to their activities. Also, whilst CCTV has been mentioned, experience would suggest that this will act as little more than a tool for detection rather than prevention of any criminal activity.
Note: the applicant is encouraged to consult the Architectural Liaison Officer at Police Headquarters in respect of an alternative and acceptable location for this facility.
