Morning Sarah,
I have now had an opportunity to visit Shoprite regarding the planning application pertaining to the ATM machine.
I have several concerns which are summarised below:
- The proposed site is located on the side of the building which faces onto the petrol filling station. The boundary between the store and the filling station is defined by a low close boarded picket fence. Natural surveillance of the environment is therefore minimal. This issue would only be partially addressed by the redesign of the fencing as the store is also on a lower elevation to the filling station. Formal surveillance by filling station staff would be negligible as the proposed location is not directly overlooked by the station payment counter. The installation of a CCTV camera may be suggested as supportive evidence. Research has shown that CCTV has minimal deterrent value. Unless the CCTV system is constantly monitored it would at best be a detection tool.
- I would hypothesise that the ATM is primarily intended as a facility for store customers. This would therefore require such customers to take a detour around the side of the building through a narrow 'corridor' between the main structure and a trolley store. There is no direct path from the filling station to the proposed site.
- There is no provision shown for lighting of the area. From your comments I believe that consideration is being given to the installation of a 500w lamp as a form of illumination. I would question this approach as customers at the ATM would be 'lit up like daylight' and rather than enhancing their security it may attract unwanted attention to their actions. I would therefore not support this application in its current form. I note that the store has late trading hours. I would therefore recommend that consideration be given to the installation of an internal ATM machine. An appropriate internal location should be capable of addressing the issues raised above.
