The site lies at the lower (south eastern) end of Little Mill and accommodates an existing property - Mullen Beg and a range of outbuildings.
Proposed here is the removal of an existing storeroom, potting shed and greenhouse and its replacement with a new single storey blockwork walled, pitch roofed unit for use as extra tourist accommodation ancillary to that available at the main dwelling.
The Onchan Plan makes provision for the creation of rural tourist accommodation provided that this will not result in an adverse impact in terms of visual impact, traffic, noise of demands upon existing infrastructure and car parking must be provided. On this basis additional units have been approved at
Ballacain for Mr. and Mrs. Corkill and for Mr. Kissack at Ballakissack all within half a mile of the application site.
The site is well tucked out of the public gaze below the road and in any case is replacing an existing unit of poor appearance. As such the proposal would appear to be acceptable in terms of the provisions of the Onchan Plan.
The existing potting shed is visible if one stares through the trees from the bridge, but only in the distance and the roof of the new building may be visible when one looks down from the road to the north of the site but what would be seen would be acceptable and better than what is presently there. The existing house has a slated roof.
The proposed use is for tourist accommodation but outside the main tourist season that it could be used for ancillary accommodation. Bearing in mind the conditions attached to the new accommodation at Ballakissack and Ballacain, it would be more consistent to only permit this as tourist accommodation. we would be unlikely to approve a separate building for ancillary accommodation were it not for the tourist use.

C 1 . This approval is in principle only and will remain valid for a period of two years within which time no development may take place until such time as details of the reserved matters (siting, design, external appearance, internal layout, means of access, landscaping) have been approved by the Planning Authority. Such reserved matters should form the subject of a single application.
C 2 . This approval relates to the principle of the creation of accommodation for use by tourists as shown generally in drawing 01A received on 27th January, 2004.
C 3 . The new accommodation may only be used by bona fide tourists with no individual tenancy exceeding two consecutive weeks in duration unless otherwise approved by the Planning Committee.
N 4 . Whilst the application seeks permission for additional living accommodation ancillary to that of Mullen Beg, in addition to the tourist use, the area is not designated for residential development and as such the Planning Committee would not normally grant permission for the erection of a new, separate
dwelling for such ancillary uses. As such, in order to ensure that the development complies with the provisions of the Onchan Local Plan which makes provision for tourist-related development, the Planning Committee would wish to ensure that the new accommodation is used for tourist occupancy only, consistent with other similar proposals in this part of Onchan.
The Development hereby approved shall not be commenced until such time as the new water treatment works supplying the eastern supply area has been commissioned, or an adequate potable water supply is available to site, to the satisfaction of the Planning Committee, in consultation with the Isle of Man Water Authority.
