Club House, Foxdale Road, St Johns, Isle Of Man, IM4 3ar

The officer judged the campsite use would be partially visible from Foxdale Road but existing hedge and tree screening would limit visual impact to an acceptable level, not warranting refusal.
Time limit
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
Approved plans
This approval relates to the use of the football field as a campsite, restricted to temporary stay only, St Johns Football Club, Foxdale Road, St Johns, as shown by Location, Site and Photographs all received 16th December 2009 and Applicant Letter, Transport Statement and Camping Area Details all received 1st October 2009.
Campsite management
The use of the site as a campsite shall be undertaken in accordance with the following: (i) tents shall not be occupied as a person's sole, or main place of residence; (ii) the owners/operators of the site shall maintain an up-to-date register of the names of all owners/occupiers of individual tents on the site, and of their main home addresses, and shall make this information available at all reasonable times to the Planning Authority; (iii) the owners/operators of the site shall record the time and date of initial arrival and final departure of visitors to and from the site and shall make this information available at all reasonable times to the Planning Authority.
Stay duration
No continuous stay may exceed 4 weeks in duration and there shall be no return within 2 months unless otherwise agreed in writing with the Planning Authority. In considering applications under condition 4 for a variation of the maximum continuous stay period, the Department will have regard to whether or not such variations have previously given rise to unreasonable disturbance or to other unreasonable reduction in residential amenity.
Maximum tents
No more than 100 tents may be pitched on the site at any one time.

Supports the application
Drainage Division and Highways Division raised no objections with conditions on drainage and no chemical toilet emptying; Patrick Parish Commissioners initially supported with conditions on stay length and one-way system but later made no comment; several local residents objected primarily over the definition of 'temporary' and potential for permanent use.
Key concern: insufficient information to assess impact on surrounding road network
Drainage Division
Conditional No ObjectionNo Objection subject to the following conditions; The empting of chemical toilets into the public sewerage system could have a catastrophic effect on the operation of the nearby sewerage plant
Conditions requested: There should be no facility provided to empty chemical toilets into the public foul sewerage system

Conditional No ObjectionNo Objection subject to the following conditions; It is noted that the surface water from the property is to be discharged via a rain water harvesting system. The use of such a system will not form part of the public surface water drainage system and will remain private at all times
Conditions requested: No overflow from the proposed unit will be permitted to discharge into the public foul drainage system; The use of soakaways are subject to Building Control approval; The full approval of Building Control is required for the installation of the unit and the soakaway
Highways Division

SupportThe Commissioners resolved to SUPPORT the continuation of the campsite; The Applications seek to regularise an activity which has been conducted without complaint (until the recent extended stay of two motor homes) for a period exceeding 10 years
