Site
The application site is the residential curtilage of 19 Little Meadow, Andreas, which is a two storey detached property. The site is located on the northern side of the Little Meadow and northeast of Andreas Village.
Land Use Zoning
The site has been zoned under the Isle of Man Development Plan Order 1982 as being within an area of 'Predominately Residential'; the site is not within a Conservation Area, nor within an area of High Landscape Value or Costal Value and Scenic Significance.
Planning History
There are no previous planning applications which are considered relevant in the assessment and determination of this application
Proposal
The application seeks approval for alterations, installation of replacement windows and erection of extensions. The proposal includes the erection of a first floor extension over the existing garage. Additionally, the application includes the erection of a two storey extension to the side/rear.

The Drainage Division request that an informative note be attached to any approval decision notice. We have received no privately written representations objecting to the application. Assessment / recommendation
The proposed extension is a common type of extension which can be found on a number of similar housing estates on the Island. Starting with the proposed design the proposal would be in keeping with the existing property and that of the street scene, and therefore is acceptable from this aspect.
Consideration needs to be taken to ensure the proposal would not result in any adverse impacts upon the neighbouring residential property Nr 18 Little Meadow which is located to the west of the application site.
There are windows within the eastern elevation of Nr 18, however none of these a windows provide light to primary habitable rooms (garage, utility room & landing) and therefore it is not considered the proposal would have a significant impact upon Nr through loss of light. Additionally, the orientation between the properties would result in possibly only direct sun light in the early morning being reduced.
There would be no overlooking resulting from the extensions, nor is it considered the proposal would result in an overbearing impact.
For these reasons the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the extensions and alterations as proposed in the submitted documents and drawings 01, 02, 03, 04, 12, 13 and 14 all received on 20th March 2008.
C 3. The external finishes of the extension must match those of the existing building in all respects.
N 1. There must be No discharge of surface water (including that from roofs and paved areas) from this proposed development to any foul drainage system(s) so as to comply with the requirements of the Department of Transport Drainage Division and the Sewerage Act 1999.
The application states that the surface water from the proposed development is to be discharged to the "existing drainage". If this "existing drainage" discharges (directly or indirectly to the foul sewerage system then it should be noted that an alternative means of surface water disposal must be provided.
