The application site represents the detached single storey dwelling "Kionslieu", situated off Patrick Road, St Johns. To the west of the site are the properties 1 and 2 Ballavargher Cottages. To the south is the detached property Broogh-ny-Howin. The sewage treatment works are to the north of the site. The northern boundary of the site is bounded by a river.
This application seeks approval for the alteration of the existing dwelling, the erection of an extension and the conversion of the existing garage to provide additional living accommodation.
The application site is located within an area identified as being residential use by the St Johns Local Plan. Within the Isle of Man Strategic Plan, the following policy is considered relevant:

REPRESENTATIONS
The Department of Transport Drainage Division does not object to this application subject to conditions.
The Department of Transport Highways Division does not object to this application following the submission of a plan showing that sufficient off-street parking provision is available within the site. Patrick Parish Commissioners have made no comment on this application.
There have been no privately written representations received in relation to this application.
ASSESSMENT
The main issues to be considered in the assessment of this application are the impact of the proposed development upon the existing property, adjacent properties and the surrounding area in general.
The proposed alterations and extensions are relatively minor in scale and due to the position of the site and existing screening the proposed works would not be visible from the public highway. Notwithstanding this, the proposed alterations and extension are considered to be in-keeping with the design of the existing dwelling.
The proposed works would not bring the existing dwelling closer to adjacent properties and as such would not result in an adverse impact upon the amenity of neighbouring properties. Furthermore, it has been demonstrated that the site can accommodate at least 4 cars within the curtilage and as such the proposed development would not result in on street parking.
RECOMMENDATION
Permit.

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to the alteration, erection of an extension and conversion of garage to provide additional living accommodation, Kionslieu, Patrick Road, St Johns as shown by the plans and information 09-J006-BW 02, 09-J006-BW 04, 09-J006-BW 05 and 09-J006-BW 06 all received 19th March 2009 and 09-J006-BW 08 REV2, 09-J006-BW 07 REV 1, 09-J006-BW 03 REV 2 and 09-J006-BW 01 REV 1 all received 28th May 2009.
The external finishes of the extension must match those of the existing building in all respects.
I confirm that this decision accords with Government Circular No 10/09, Delegation of Functions (Development Procedure), GC No 11/09 (Advertisements) and GC No 12/09 (Registered Buildings) all to the Senior Planning Officer.
