Strategic Policy 1
Requires efficient use of land and resources. Officer assessed the proposal as reusing a brownfield urban site designated for residential development, replacing prior approvals for larger schemes, thus optimising land in a sustainable settlement.
Strategic Policy 2 - Priority for new development to identified towns and villages
Prioritises new development in identified towns/villages. Port St Mary as a service centre near top of hierarchy supported three dwellings providing housing need (part of 1120 required 2011-2026 in south).
Strategic Policy 3 - To respect the character of our towns and villages
Requires respecting character of towns/villages. Reduced scale/height behind Bayqueen block, similar design/finishes, screened by landscaping deemed not prominent or adverse to Promenade/Rhenwyllan views.
Spatial Policy 5
Addresses design and visual impact. Houses well-designed, contained in prior footprint, with amendments reducing height/balcony impacts.
Strategic Policy 10
Promotes sustainable transport. Location supports walking/cycling to facilities; parking exceeds standards (2 spaces/dwelling + visitors); no highway objections.
Strategic Policy 11
Addresses housing needs. Contributes to supply in Port St Mary service centre.
General Policy 2
General development considerations including amenity/highway impacts. Amendments addressed overlooking (obscure glazing/screens), bin/plant noise (relocation, limited use), no significant harm found.
Environment Policy 4
Wildlife/nature conservation. No protected species impacts; conditions for swift boxes, bird strike prevention, landscaping/net gain.
Environment Policy 42
New development in settlements to account for character/identity. Appropriate scale/design continues Bayqueen approach; regenerates run-down site.
