1.0 THE APPLICATION SITE - 1.1 The site comprises of Jurby School which is a large detached building located to the north of Ballamenagh Road and east of School Close within Jurby Village.
2.0 PLANNING POLICY - 2.1 The application site is within an area recognised as being an area of schools & other establishments in large groups, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, or within an area zoned as high landscape value. - 2.2 General Policy 2 states: "Development which is in accordance with the land-use zoning and proposals in the appropriate Area Plan and with other policies of this Strategic Plan will normally be permitted, provided that the development:

4.0 PROPOSAL The application seeks approval for the creation of hard standing to provide additional car parking and relocation of existing flag pole. - 5.0 REPRESENTATIONS
5.1 Highway Services have no objection. - 6.0 ASSESSMENT
6.1 The principle issues relates to the potential visual impacts upon the amenities of the street scene and the potential impact upon highway safety.
6.2 The proposal would result in the loss of a stretch of grass verge which currently runs along School Close, which currently only serves the school. The proposed parking will enable parents/visitors to park off the road. It is considered the existing grass verge adds little in the way of interest and it is therefore considered the loss would not unduly affect the visual amenities of the street scene. - 6.3 The creation of off road parking will provide better access for persons travelling along School Close, rather than resulting in on road parking, which currently exists. It is considered the proposal can only be an improvement to highway safety. The Highway Services have no objection to the proposal.
7.1 For these reasons the proposals is considered to comply with the relevant polices of the Strategic Plan and therefore recommended for an approval. - 8.0 PARTY STATUS
8.1 In line with Article 6(4) of the Town and Country Planning (Development Procedure)(No2) Order 2013, the following Persons are considered to have sufficient interest in the subject matter of the application to take part in any subsequent proceedings relating to the application: the applicant or, if there is one, the applicant's agent; the owner and occupier of the land the subject of the application; Highway Services, and the Local Authority in whose district the land the subject of the application sits.

C 1. The development hereby approved shall be begun before the expiration of four years from the date of this decision notice.
Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
This approval relates to Drawings reference numbers 01, 10 and 100 all received on 21st July 2014.
I confirm that this decision accords with the appropriate Government Circular delegating functions to Director of Planning and Building Control /Head of Development Management/ Senior Planning Officer.
