1.0 The Site
1.1 The application site is the curtilage of The Central Hotel, 14 Castle Street, Peel which is a terraced property. The building is a traditional property and is within the historic part of Peel. The building is currently used as a public house and there is a number of outbuildings in the rear yard. The rear yard backs on to the rear of the properties on Market Street.
2.0 The Proposal
2.1 The application seeks approval for the demolition of an outbuilding within the rear yard. The outbuilding is approximately 3.5m x 4m.
3.0 Planning History
3.1 There was a previous application for conversion to restaurant and public bar PA 94/01588/B this was approved.
4.0 Development Plan Policies
4.1 The application site is within an area zoned as "Mixed Use" and is also within the Peel Conservation Area identified on the Peel Local Plan 1989. Given the nature of the application it is appropriate to consider Environment Policy 35 of the Isle of Man Strategic Plan (20th June 2007).
4.2 Environment Policy 35
Within Conservation Areas, the Department will permit only development which would preserve or enhance the character or appearance of the Area, and will ensure that the special features contributing to the character and quality are protected against inappropriate development.
5.0 Consultations
5.1 Peel Commissioners have recommended approval.
6.0 Assessment
6.1 The application seeks approval for the demolition of an outbuilding in the rear yard to provide an outdoor seating area. The main issue to consider in the assessment of the application are the impacts upon the character and appearance of the Conservation Area.

6.2 The outbuilding is to the rear of the property and is screened by an existing boundary wall. The existing outbuilding is not visible within the street scene and does not contribute to the overall character of the area. It is considered that the removal of the existing outbuilding would not have an adverse impact upon the character and appearance of the property or Conservation Area in general.
6.3 For the above reasons the application is considered to be acceptable and is recommended for approval.
7.0 PARTY STATUS
7.1 The local authority, Peel Commissioners is, by virtue of the Town and Country Planning (Development Procedure) (No 2) Order 2013, paragraph 6 (4) (e), considered an "interested person" and as such should be afforded interested person status.
