In accordance with paragraph 10 of the above Order, the person appointed by the Council of Ministers to consider this application has submitted his report.
In accordance with paragraph 10.3(a) and (b), a copy of the appointed persons report is enclosed.
On the 7th March 2013, and after consultation, the Council of Ministers accepted the recommendation contained within that report and the application was approved subject to the conditions specified below.

Demolition of existing garages and former MEA substation and formation of new landscaped area, erection of rear and side boundary fences and creation of new pedestrian link between 12 & 13 Orry Place, Area To The Rear Of Orry Place, Stenning Place, King Williams Terrace & Derby View Janets Corner Estate Douglas Road Castletown Isle Of Man
Conditions Of Approval:
The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This permission relates to the replacement of the existing garages with planted public space, the erection of fencing and the creation and alteration of pedestrian footways, all as shown on Drawing Nos. 40, 41 Rev A, 42 Rev A and 102 Rev D (all received on 22 November 2012).
No development shall take place until full details of the proposed landscape planting and tree planting have been submitted to and approved in writing by the Planning Authority. These details shall include planting plans and schedules of plants, noting species, plant/tree sizes and proposed numbers/densities of plants.
All planting, seeding or turfing comprised in the approved details of landscaping must be carried out in the first planting and seeding seasons following completion of the development. Any trees or plants which within a period of 5 years from the completion of the development die, are removed or become seriously damaged or diseased must be replaced in the next planting season with others of similar size and species.
