The officer concluded there is a long-established presumption against new residential development in the countryside, reinforced by multiple policies: the site is unzoned under the 1982 Development Pl…
General Policy 3
Requires development only in zoned areas except specific cases like agricultural housing, redundant rural building conversions, previously developed land with significant redundant buildings improving landscape, dwelling replacements, etc. Officer assessed the proposal fails all exceptions: not agricultural, no redundant building to convert, site cleared of former workshop so no longer 'significant' previously developed land, not replacing existing dwelling.
Environment Policy 2
Protects Areas of High Landscape or Coastal Value and Scenic Significance (AHLV) unless development causes no harm or location is essential. Site is in AHLV; officer found new dwelling would harm landscape character with no justifying essential need.
Housing Policy 4
New housing primarily in towns/villages or sustainable extensions, countryside only for agricultural housing, redundant rural conversions, or replacements. Site not in town/village; proposal fits none of the countryside exceptions, constituting ad hoc development outside plan process.
