The application site forms the residential curtilage of Mountain View, Pinfold Hill, Bride, which is, located on the western side of, Pinfold Hill and south of Bride Village.
The application site is within an area recognised as being an area of "White Land", under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area; but is within an area zoned as High Landscape or Coastal Value and Scenic Significance.
Due to the site location, zoning and the type of proposal, the following policy is relevant for consideration:-
"Housing
Policy 16: The extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public."
The previous planning application is considered relevant in the assessment and determination of this application:-

The application seeks approval for the erection of a porch to dwelling house. The extension would have a width of 4.7 metres, a depth of 3.6 metres and a ridge height of 3.4 metres.
Bride Parish Commissioners:- "No objection." Highways Division:- "Do not oppose has no traffic management, parking or road safety implications." The Authority has received no privately written representations objecting to the application.
The main issue with this application relates to the visual appearance of the proposal when viewed from public view.
As indicated within the planning policy section of this report, Housing Policy 16 states that the extension of non-traditional dwellings or those of poor or inappropriate form will not generally be permitted where this would increase the impact of the building as viewed by the public.
The proposal has had a number of extension which have not been beneficial to the visual appearance of the original dwelling. Consequently it is considered the proposed extension should be judged in conjunction with Housing Policy 16.
In terms of the proposal it would be a fairly modest pitched roof extension to the southern elevation of the dwelling. The proposal would not be apparent from public view given the substantial landscaping which runs along the eastern boundary of the site, fronting onto the public highway. This existing landscaping currently screens the dwelling from public view and consequently would completely screen the extension also.
The proposal would comply with relevant policies as stated within the Isle of Man Strategic Plan for the reasons given and therefore it is recommended that the application be approved.
It is considered that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:-

The Department of Transport Highways and Traffic Division is now part of the Department of Infrastructure of which the planning authority is part. As such, the Highways and Traffic Division cannot be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the erection of a porch to dwelling house as proposed in the submitted documents and drawings REF 1, REF 2, REF 3, REF 4, REF 5, REF 6 and REF 7 all received on 5th February 2010 and 1st April 2010.
C 3. The external finishes of the extension must match those of the existing building in all respects.
C 4. The roof(s) must be finished in dark natural slate.
