The proposal involves installing 60 ground-mounted solar PV panels (26.7 kWp capacity) generating 24.35 MWh/year and saving 4.71 tonnes of CO₂ annually, proportionate to the farm dwelling's energy needs, with battery storage (20-40 kWh) and grid export.

General Policy 3
Requires restraint on non-essential development in countryside. Proposal departs technically due to location but justified exceptionally by renewable energy needs; retention beyond use would be contrary.
Environment Policy 1
Protects countryside character. Proposal retains site's permeability and rural character with grassed surface and no hardstanding.
Environment Policy 2
Manages landscape impact. Modest well-contained design results in only minor localised effects.
Environment Policy 4
Protects biodiversity. No lighting without bat-sensitive scheme; avoids adverse impacts on bats and nocturnal wildlife.
Environment Policy 5 - Mitigation against damage to or loss of habitats
Protects wildlife. Complies via lighting condition with Bat Conservation Trust guidance.
Environment Policy 13 - Development and flood risk
Manages flood risk and drainage. Retains grassed surface, avoids foundations/hardstanding to prevent increased risk.
Environment Policy 14
Protects agricultural land. No harm to high-quality land identified.
Strategic Policy 2 - Priority for new development to identified towns and villages
Promotes carbon reduction. Battery storage required as integral component to support energy storage benefits.
Strategic Policy 4
Sustainable development. Minor landscape impact consistent with policy.
Energy Policy 4
Supports renewable energy. Justifies countryside departure via overriding national need.
General Policy 2
General development principles. Ensures no flood/drainage harm (l); battery supports sustainability (b,c,g).
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Approved plans
The development shall be carried out strictly in accordance with the following approved documents and plans: i. Drawing No. CA-3138-110 Rev A - Proposed Solar Array... [full list as stated]. Reason: To ensure the development is carried out in accordance with the approved plans and supporting documentation, and to provide certainty regarding the scale, technical configuration, and environmental performance of the installation.
Decommissioning if non-operational
In the event that the development ceases to operate for a continuous period exceeding 18 months, all solar panels, support structures, and associated infrastructure shall be permanently removed from the site within 21 months of their last use, and the land shall be restored to a condition suitable for agricultural use. A restoration plan... shall be submitted... Reason: The structures have been approved exceptionally... contrary to General Policy 3 and Environment Policy 1.
No lighting without approval
No external lighting shall be installed unless in accordance with a detailed lighting scheme... demonstrating compliance with... Bat Conservation Trust... Reason: To avoid adverse impacts on bats and other nocturnal wildlife (EP4, EP5).
Retain grassed surface no hardstanding
The development shall be carried out in accordance with the submitted design, which retains the existing grassed surface and avoids continuous foundations and no additional hardstanding or engineered drainage infrastructure shall be introduced. Reason: To ensure... does not increase flood risk... (EP13, GP2(l)).
Battery storage details
Prior to the commencement of development, details of the proposed battery storage system shall be submitted... including manufacturer... location... Reason: To ensure... integral component... (SP2(e), EN4, GP2(b,c,g)).
