General Policy 2
Requires development to respect site and surroundings in terms of siting, layout, scale, form, design; not adversely affect townscape character; and not harm amenity or road safety. Officer assessed the vents' colour-matching as minimising incongruity, with limited harm to building but negligible to Conservation Area, and no adverse impacts on amenity, highways, or other tests, finding overall compliance.
Environment Policy 35
Permits only development preserving or enhancing Conservation Area character, protecting special features. Officer found the proposal preserves the area's character per Section 18(4) TCPA, as vent impact on building is limited and colour-matching ensures acceptability despite visibility from public views.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Materials - colour matching
Where installed, the ventilation terminals shall be coloured matched to the walls and roof finishes and shall remain as such unless otherwise agreed in writing by the Department. Reason: In the interest of the character and appearance of the building and surrounding area.
No objection
No significant negative impact upon highway safety, network functionality and/or parking as the site is in a sustainable location in Douglas centre
