Planning Circular 1/98, The Alteration and Replacement of Windows
For pre-1921 rural buildings not registered or in conservation area, prefers repair of originals on principal visible elevations; if not original/impracticable, replacement should match opening method, glazing bars/frame on principal elevations but reduced requirements (prefer similar glazing pattern, not necessarily opening method) for non-principal/non-visible elevations regardless of material. The original application (12/00201/B) for installation of replacement windows at Arbory School was approved by the Planning Authority. Third party appellant Mr G Cringle challenged this approval, arguing the windows would not match the building's heritage, conflict with guidelines, and set a precedent. The applicant (Department of Education) and Planning Authority defended the proposal as compliant with Planning Circular 1/98, improving efficiency without harming amenity or character. The inspector found the proposal acceptable under the Circular, as the windows are not original, not visible from public roads, and appropriate in style; no significant harm to neighbour amenity. The appeal was dismissed, upholding the original approval with conditions.
