In pursuance of his powers under the above Act and Order, the Minister for Infrastructure, does hereby APPROVE planning application 11/01755/C by Mr Niyls Skillicorn for Variation of condition 3 of approved car workshop (87/01441/C) to enable use as a car valet premises separate from former adjacent car sales premises - Workshop, Elm Tree Road, Onchan, IM3 4EF, subject to the following conditions:

1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
2. This permission relates to the use of the premises as shown in drawings in the location and block plans ONC/SKILL/1, ONC/SKILL/2 and ONC/SKILL/3 date stamped 21 November 2011.
3. The use hereby permitted shall not be open to customers except between the hours of 09.00 and 18.00 on Mondays to Fridays and 09.00 and 18.00 on Saturdays and not at anytime on Sundays, Bank or Public Holidays.
4. No work(s) shall be undertaken outside of the building.
5. The forecourt area of the building, immediately adjacent to Elm Tree Road, shall be used for the parking of vehicles solely in conjunction with the car valeting business and not for any other purpose or use.
6. No washing of vehicles shall be undertaken at the premises unless drainage provision has been provided and thereafter retained in accordance with details submitted to and approved in writing by the Planning Authority.
