General Policy 2
Requires development to respect site/surroundings in siting/layout/scale/design, not adversely affect amenity/character/road safety/parking, and avoid flood risk. Officer found compliance due to minimal external changes, ample parking, pedestrian/vehicle segregation, 46m separation from nearest homes, and flood mitigation measures like raised electrics/sandbags.
Business Policy 1
Encourages employment growth if according with other policies. Supported as retail promotes local seafood sales/sustainability, employs staff, and diversifies from wholesale amid Covid-19.
Business Policy 5
Restricts retail in industrial zones except for on-site produced goods inseparable from business without harming town centre; tested via small 28sqm scale (de minimis impact), fresh fish requiring on-site processing, and existing similar operations.
Transport Policy 6 - Equal weight for vehicles and pedestrians
Requires equal weight to pedestrians in design. Satisfied by demarcated pedestrian routes, setback hoarding for sight lines, and pickup point.
Transport Policy 7
Requires parking per standards. Ample existing spaces (1 per 50sqm industrial) plus central parking sufficed for low customer numbers (10-30 weekdays).
