The officer assessed the proposal against General Policy 2, finding it acceptable in principle as it partially accords with the site's 'Area of Buildings for Civic, Cultural & Other Special Use' desig…
General Policy 2
Requires developments to respect site/surroundings in siting/layout/scale, not adversely affect character, amenity of residents, provide safe access/parking, and not impact road safety/traffic. Officer tested the retrospective minibus parking against parts (b), (c), (g), (h), (i), finding compliance due to urban car park location, partial educational link, no visual/amenity/highway harms, and consultee support. Condition limits scale to protect wider site parking.
Parking limited to hatched area and max 6 minibuses
The proposed use of the site for the parking of minibuses, hereby approved, shall be restricted to within the hatched area shown on the submitted Site Plan, date-stamped as having been received 02 August 2018. This area shall be restricted to a maximum of 6 minibuses parked on the site at any one time.
Do not oppose; sufficient room for 6 minibuses, no new highway issues, no changes to access arrangements, no maintenance/cleaning/refuelling on site
Do not object
Isle of Man Constabulary objects due to crime and security risks from parking minibuses overnight without guardianship, while Douglas Borough Council and Highways Division have no objections.
Key concern: vulnerability to criminal damage and fuel theft due to overnight parking without guardianship, inadequate CCTV and lighting
Isle of Man Constabulary
ObjectionI object to this application on the grounds stated; these expensive mini buses will be vulnerable to criminal damage. Theft of road fuel has increased over recent years on commercial vehicles parked in remote areas.; there is minimal lighting this will reduce the chances of offenders being caught.; larger towns already have provisions for bus parking bespoke CCTV and lighting and therefore in my professional opinion these are fit for purpose and should be used.
Douglas Borough Council
No ObjectionDouglas Borough Council has no objections to the listed application.
Department of Infrastructure Highways Division
No ObjectionDo not oppose; There should be sufficient room on the site to accommodate 6 parked minibuses so the proposal should not create any new highway issues.
