The officer assessed the principle of the proposal against Spatial Policy 5, General Policy 3(f), and Environment Policy 15, noting that a previous exception under GP3(f) had been allowed for stables …
Spatial Policy 5
Requires new development in settlements or countryside only per GP3. Officer applied alongside GP3(f) exception for agriculture-related operations, finding the manège acceptable as ancillary to existing equine facilities in curtilage.
General Policy 3
Prohibits development outside zoned areas except (f) for essential agriculture/forestry operations. Previous stables approval established exception; manège assessed similarly despite not being a building, acceptable due to minimal countryside impact and curtilage location.
Environment Policy 1
Protects countryside unless overriding need and no alternative. Officer found no adverse countryside impact from excavation/surfacing/fencing, given proximity to buildings and screening.
Environment Policy 2
Protects AHLV character unless no harm or essential location. Proposal would not harm landscape character due to low visibility, no lighting, and legibility with stables.
Environment Policy 15
For agricultural buildings, requires proximity to groups, appropriate scale/siting, and no residential impact. Manège sited close to dwelling/stables, sympathetic to landscape; no unacceptable activity impact noted.
Environment Policy 21
Controls horse buildings to avoid countryside detriment in siting/design/size. Non-building manège had equivalent low impact to approved stables, acceptable design with natural materials and no lighting.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with article 14 of the Town and Country Planning (Development Procedure) (No2) Order 2013 and to avoid the accumulation of unimplemented planning approvals.
Private use only
The development hereby approved shall be used for private use only and not for any charitable or commercial use. Reason: In view of the location of the site in the open countryside and the nature of the access to the site the Department does not consider the site suitable for anything other than private use.
No external lighting
There shall be no external lighting of the development hereby approved. Reason: In the interests of the character and appearance of the site and surrounding area.
