Officer’s Report THE SITE
1.1 The application site is Jurby Primary School. To the east of the school site is the residential area 'The Threshold', to the north west is the Jurby Medical Centre and to the west/south west is the industrial estate. THE PROPOSAL - 2.1 The proposal is for the construction of an external bin store/enclosure to service the kitchen. The site of the proposed works is to the rear of the school over 80m from the boundaries to the west, north, or east. The west, north, and east elevations will be finished in brick to match the existing buildings and the south elevation will have steel gates. PLANNING POLICY - 3.1 The property and site are shown on the 1982 Development Plan map for the north as being 'Schools & Other Establishments in Large Grounds'. The proposal is also shown in the Jurby village study however this plan does not carry weight in decision making.
3.2 General Policy 2 applies to proposals that are in accordance with the land-use zoning and states that development will normally be permitted where it: -
3.3 Environment Policy 22 applies to any proposal that would unacceptably harm the environment and/or the amenity of nearby properties. Such development would not be permitted where harm is likely and caused by, the following: -
4.1 The previous planning applications are not considered to be specifically material in the assessment of the current application. REPRESENTATIONS - 5.1 Representation from the Department of Infrastructure (DOI) Highways Division confirms that there is no highways interest in the letter dated 22 February 2018.
5.2 Jurby Parish Commissioners have commented on this application and stated that they do not object in the letter dated 7 February 2018. ASSESSMENT - 6.1 The proposal is located to the rear of the site and will not be visible from the main highway. Due to the size of the school site, it is away from any adjoining properties. CONCLUSION - 7.1 The proposal would not unacceptably harm the characteristics of the existing building or the character of its surroundings and the proposed development would not result in a significant adverse impact upon the living conditions of neighbouring residents. The proposal therefore complies with General Policy 2 and Environment Policy 22.
